WR1.HK / PRACTICAL GUIDE
Hong Kong WR1 FAQs
WR1 certifies relevant completed electrical work; it is not simply a form to purchase. Cost, timing and certification depend on the work scope, inspection, testing and any rectification, while WR2 serves a separate periodic-testing purpose.
Updated 25 October 2026What is WR1 and when is it needed?
WR1 is a Work Completion Certificate for a fixed electrical installation. New installations, and repairs, alterations or additions to existing installations, must, before the installation is energised for use undergo the required inspection, testing and certification . For work on an existing installation, the scope may be limited to the affected part .
Why is WR1 needed? Is it always required?
WR1 records compliance and safety following relevant fixed electrical installation work. It is not simply a form to buy. EMSD guidance requires inspection, testing and certification after new installations or repairs, alterations or additions to existing installations, before energising for use. For existing installations, the requirements may be limited to the affected part.
The responsible registered electrical worker signs, the relevant registered electrical contractor endorses, and the installation owner keeps the certificate. Not every unit needs a regularly renewed WR1 . Periodic inspection and WR2 requirements depend on the installation category.
Can I enquire without old drawings or a previous WR1?
Yes. Start with the district, premises use and work required , and tell us which records are available. Missing drawings may require site verification and preparation of documents. Website illustrations cannot be used directly for certification.
What if I do not know the phase or board rating?
Choose “Not sure” and let the electrician verify technical details. Do not open a distribution board or touch live parts to complete the form.
Can I arrange an inspection before renovations finish?
You can discuss the scope and timing in advance. Certification must be based on inspection and testing after the relevant work is complete , in accordance with the requirements before energising for use.
Will inspection require a power interruption?
This depends on the installation and tests. Tell us about business hours, equipment that must remain operating and suitable times. Agree on the affected area and timing in advance .
Does a WR1 quote include repairs and drawings?
Check the scope listed in each quote. Confirm whether it includes inspection and testing, drawings and documents, improvements, re-inspection and travel . A documentation fee is not necessarily the total cost of all work.
Can photos alone confirm whether a certificate can be issued?
Photos help with an initial assessment but cannot replace site inspection and testing . The responsible worker must assess the actual results before confirming certification.
Who can sign and endorse WR1?
It must be registered electrical worker and registered electrical contractor . The worker must hold registration appropriate to the work. Before appointing them, check their current registration .
Can I buy a WR1 without an inspection?
No. Certification must be supported by actual inspection and testing . The worker must have carried out or supervised the work on site and be satisfied with the results. Required improvements must be addressed first.
What is the difference between WR1 and WR2?
WR1 is for completion of work ; WR2 is for periodic inspection and testing of specified fixed electrical installations . Periodic testing requirements vary by installation category. WR1 cannot replace a required WR2 .
Does WR1 need renewal every five years?
WR1 should not be treated as a certificate that always requires renewal every five years. The annual or five-yearly periodic inspection and testing of specified installations falls under the WR2 system. Applicability depends on the premises and installation category.
What is the difference between WR1 and WR1(A)?
WR1(A) is a Work Completion (Part of an Installation) Certificate . Where work involves multiple parts, the principal worker may use valid part-certificates to issue the overall WR1 in accordance with the requirements.
Which Hong Kong legislation applies?
The main legislation is the Electricity Ordinance (Cap. 406) and Electricity (Wiring) Regulations (Cap. 406E). EMSD's Code of Practice for the Electricity (Wiring) Regulations provides technical guidance.
Hong Kong e-Legislation: Cap. 406E ↗What is needed for a quote? Is same-day certification guaranteed?
Start with the district, premises use and work required. The full address and known supply details can follow later. Certification depends on inspection, testing and any improvements needed. Same-day certification or a pass cannot be guaranteed in advance .
How much does WR1 cost? Is there a fixed fee?
A WR1 quote depends on the property use, inspection scope, number of circuits, existing drawings, rectification, reinspection and attendance. Provide basic project details and confirm the inspection, testing, documents and additional charges included. A single price cannot be applied to every project before assessment.
How long does WR1 take? Can it be completed the same day?
Timing depends on completion of the electrical work, available documents, inspection and test results, and any rectification or reinspection required. Discuss your preferred date and shutdown window; the responsible parties must confirm the completion date.
Can I obtain WR1 simply by completing an online form?
The online form collects enquiry and quotation details. A formal WR1 requires the inspection, testing, signatures and endorsement applicable to the actual work. Sending an enquiry or downloading the official blank form does not provide a Work Completion Certificate.
Based on EMSD public guidance and the official WR1 form. Reviewed on 24 October 2026.
